Schneider Electric
Recalls AFI Circuit Breakers
Working in cooperation with the Consumer Product Safety
Commission, Schneider Electric's North American Operating Division has
initiated a voluntary recall of its Square D brand of arc fault
interruption (AFI) circuit breakers manufactured between March 1, 2004
and
Sept. 23, 2004. The products in question, the Square D QO and Homeline
15A and 20A AFI circuit breakers, may not provide arc detection
capability due to the failure of a third-party supplied internal
component in the electronic detection system. While the breakers will
continue to function like a regular circuit breaker by providing
short-circuit and overload protection, they may not detect a
high-resistance,
low-current arcing fault. The company has sent instructions to its
network of distributors, customers, and retailers on how to identify
and
return these products. After correcting the potential arc fault issue,
the company has significantly increased production of these breakers
and began shipping new ones on Oct. 5. For more information on the

NECA Unveils
New NEIS Standard
Marking the 27th volume of NECA's National Electrical
Installation Standards (NEIS) series, NECA 90-2004, Recommended
Practice
for Commissioning Building Electrical Systems (ANSI), is the latest
addition to the organization's construction standards program.
Describing procedures for commissioning newly installed or retrofitted
building electrical systems and providing guidelines for achieving
optimal systems performance that confirm to the designer's
specifications and industry codes/standards, this recommended practice
takes on somewhat of a new direction, explains Brooke Stauffer,
executive
director of standards & safety. "Most other NEIS are
product-based," Stauffer says. "We've published standards on how to
install lighting, switchboards, transformers, cables, raceways, and so
on. But NECA 90 takes a broad horizontal perspective across the entire

Distributors in Northeast Support Lighting Recycling Efforts
A growing number of electrical distributors in New
England are offering fluorescent lamp recycling services to their
customers. Over the past two years, nearly 50 distributors have joined
with licensed hazardous waste facilities to provide customers with
convenient recycling opportunities. The distributor's programs range
from selling pre-paid mailing boxes that customers send directly to a
lamp recycler to complete customer service that includes the pickup of
spent lamps. Under the Environmental Protection Agency's Universal
Waste
Rule, businesses must manage used mercury-containing lamps, including
fluorescent, high-intensity discharge, and mercury-vapor lamps, as
hazardous wastes. All of the northeastern states have adopted EPA's
Universal Waste Rule, and some have passed even more stringent laws.

performance bond and labor and materials payment bond of a surety

To help users better understand and apply the IEEE 1584
standard for calculating arc-flash hazards, the IEEE recently approved
an amendment. IEEE 1584a, a "Guide for Performing Arc-Flash Hazard
Calculations -- Amendment," corrects text and calculation inaccuracies
in the base arc-flash standard. IEEE 1584 enables designers and
facility
operators to determine arc-flash hazard distance and how much incident
energy employees might be exposed to when they work on or near
electrical equipment. These calculations form the basis for
re-engineering systems to reduce incident energy to manageable levels.
