Eye on Safety
The Occupational Safety and Health Administration (OSHA)
recently launched its final Voluntary Protection Program (VPP)
initiative to recognize and promote effective health and safety
management systems. In the past two years, OSHA has developed three
programs -- VPP Corporate Pilot, OSHA Challenge Pilot, and VPP for
Construction (VPPC). VPPC creates one category of participation for
long-term, site-based construction projects and another category for
companies, divisions, and business units that employ mobile workforces.

NFPA and IEEE
Partner to Support Research on Arc-Flash Hazards
More than 2,000 people are treated in burn centers with
severe arc-flash injuries each year. Arc flashes occur when insulation
or isolation between electrified conductors is no longer sufficient to
handle the applied voltage. To protect electrical workers, the National
Fire Protection Association and the Institute of Electrical and
Electronics Engineers have teamed up to fund and support research and
testing. By gaining a greater understanding of arc-flash phenomena, the
organizations will be able to help improve electrical safety standards
and provide information to the electrical industry on how to safeguard
employees in the workplace. Judith Gorman, managing director of the IEEE
Standards Association, says this research is much needed in the
industry. "Arc flash has such serious repercussions for employees and
their companies," she says. "We would like to play a major role in
helping to reduce, through standards, arc-flash incidents."
Single-Family
Housing Market Stays Strong
The value of construction put in place set a record in
July due in part to a 22% increase in the single-family residential
market. The Census Bureau reported a 14% increase in private
residential, a 2.5% gain in private nonresidential, and a 4.5% rise in
public construction. In the nonresidential sector, health-care, office,
lodging, and commercial posted year-to-date increases, while
educational, power, manufacturing, and communications showed declines.
NECA Develops Fuse
Applications Standard
The National Electrical Contractors Association (NECA)
has teamed up with three fuse manufacturers to develop a standard on
fuse applications. The new National Electrical Installation Standard
will offer application guidelines and safe work practices for the use of
fuses in electrical construction and maintenance applications. Brooke
Stauffer, executive director for standards and safety for NECA, says
NECA prefers to partner with product manufacturers or industry expert
groups on the development of these standards. "Combining the expertise
of manufacturers and installers will give us the best and
technically-strongest standard for users," he says.

North Carolina
Board of Education Invites Firms to Bid on School Construction
Project
North Carolina's Union County Board of Education has
issued a request for proposals for the construction of the Waxhaw/Marvin
Elementary School. The project involves the build-out of 78,500 square
feet of new elementary school space, including a dining facility and
kitchen, a multi-purpose gymnasium, classroom wings, a media center, and
administrative areas. Bids are due at 3 p.m. on Sept. 30 at 500 North

Housing Authority Announces Call for Bids for Development
Project
The Sacramento Housing and Redevelopment Agency in
