BLM Ends
Solar
Plant Moratorium
After facing public opposition to a moratorium on
applications to build solar plants on public lands, the Bureau of Land
Management (BLM) has reversed its decision. The BLM wanted to put new
applications for solar plants on federal land on hold while reviewing
potential environmental impacts from such plants.To read more on

Ground Resistance
Testers Models 3711 and 3731
AEMC® Instruments clamp-on ground resistance testers
measure ground rod
and small system grid resistance without the use of auxiliary ground
rods. Both meters measure ground resistance from 0.01Ω to
1200Ω without disconnecting the rod under test. They also measure
ground leakage current from 1mA to 30Arms. The large jaw (1.25 inches)

Poll Reveals
Popularity of Solar Energy
According to the Elmsford, N.Y.-based Schott Solar
Barometer, a nationwide survey conducted by the Los Angeles-based
independent polling firm Kelton Research, the majority of Americans
support development and funding of solar energy. The survey revealed
that 77% of Americans feel that the development of solar power, and
other renewable energy sources, should be a major priority of the

North American
Industrial Project Spending Rises 18%
Despite reporting 18.08% growth in May 2008, Sugar
Land,
Texas-based Industrial Info Resources’ North American Industrial
Project Spending Index is at its lowest point since December 2006.
Nevertheless, capital and maintenance spending at industrial sites
remains high, with $352 billion in active projects in construction or

FPL Announces
New Solar Energy Projects
Juno Beach, Fla.-based Florida Power & Light Co. (FPL)
recently
revealed plans for new solar energy projects that include the world’s
largest photovoltaic solar plant and first hybrid energy center,
coupling solar thermal technology with an existing combined-cycle
generation unit. Along with a previously announced PV installation at
NASA's Kennedy Space Center, the projects will generate 110MW of

Controls Systems
Design Upgrade Required in Colorado Pump Stations
The City of Boulder, Colo., is requesting proposals
presenting qualifications and approaches to design upgrades for Iris
and
Cherryvale pump and pressure reduction stations in the city's treated
water distribution system. This work will include evaluation of the
distribution system to determine the best approach to achieve the
required capacity increase at these pump stations. The required design
will include electrical and instrumentation design, hydraulic design,
and structural design. Supervisory control and data acquisition (SCADA)
system improvements will be incorporated into the final design.

The City of Ferndale, Wash., is soliciting statements
of
qualifications (SOQ) from electrical engineers for its consultant
roster. These qualifications will be placed on file for up to five

and will be used as a source from which to select one or more qualified
professionals from whom a detailed proposal will be requested for any
specific project or required services. This includes on-call services.

$500,000 to the Arc Flash Collaborative Research Project organized by
the Institute of Electrical and Electronic Engineers (IEEE),
Piscataway,
N.J., and the National Fire Protection Association (NFPA), Quincy,
Mass.

of the electric arc flash phenomena and enhance worker safety through
advances in the codes and standards relating to safe employee work
