Electrician
Shortage Derails Track Opening in Baltimore
The section of light-rail track in Baltimore from North
Avenue to Timonium will not open as planned in October because of a
shortage of electricians needed to complete the project. About 40
electricians were needed, but only 20 were actually on the job site.
According to Maryland transportation officials, the track will not open
before early December. The shortage also means a delay for the final
section from Timonium to Hunt Valley, originally slated to open in
December but now postponed until January. The shortage, a problem from
the beginning of the project, was made worse by the damage caused the
hurricanes on the Gulf Coast. The contractors, GE Transportation
Systems
of Blue Springs, Mo.; Massachusetts Electric of Boston; and Cherry Hill
Construction of Jessup, Md., will not be expected to pay a penalty.

Gulf Coast
Industrial Damage Assessment Reports Minimal Damage
In a recent article on damage assesments of the Texas
and Louisiana Gulf Coast, Washington Post staff writers reported
that most oil refineries, chemical plants, and major ports of the oil
patch remain largely undamaged. Company officials and industry
associations claim that most refineries near Houston showed no major
problems. According to the assessment, the most serious damage seems to
be at a Valero Energy Corp. refinery in Port Arthur, Texas. The company
reported that the damage would require two weeks to a month to repair.
Shell Oil Co. reported wind damage at its Port Arthur-based Motiva
Enterprises LLC refinery. Marathon Petroleum Co. reported minimal
damage
to its Texas City refinery, and Citgo Petroleum Corp. reported minor
damage to its Lake Charles, La., refinery.

Pennsylvania
Contractor Fined for Eight Violations
Federal workplace safety officials recently issued a
fine for $54,000 to Malvern, Pa.-based MainTech Corp., a support
services contractor for JetBlue Airways. The company is accused of
failing to properly train and protect a worker who was electrocuted
when
he came in contact with an energized 480V electrical box while working
on the roof of Terminal C at Logan International Airport on July 27.
OSHA's investigation found that the electrical box had not been
disconnected and its power source "locked out" prior to the work being
started. The investigation concluded that procedures to do so had not
been developed and no qualified person had verified that electrical
circuits and parts had been de-energized. In addition, the
investigation
found the victim and a second worker had not been trained in safe
electrical work practices nor had they been supplied protective gloves
and face protection.
